Metropolitan St. Louis Sewer District (MSD) has managed wastewater and stormwater issues for the City of St. Louis and approximately four-fifths of St. Louis County since 1956.

In 2003, MSD contracted KAI to provide construction management services for the design and construction of the Lemay Wastewater Treatment Plant wet weather expansion and the Coldwater Creek Wastewater Treatment Plant expansion.

KAI worked with MSD to provide pre-construction and construction phase services for both expansion projects. Services include estimating, bidability and constructability reviews throughout the design phases. During the construction phase of each project, KAI provided on-site construction management services as well as materials testing and inspection services.

KAI’s multi-tiered Construction Management services implement a design-driven construction management philosophy and can provide assistance with the project from design through post-construction activities.

The Impact

Part of the District's Largest Capital Program Ever

The project is part of MSD's $3.7 billion Capital Improvement and Replacement Plan. The district calls it the largest and most extensive capital program they have ever carried out and is meant to expand and rehabilitate its entire wastewater collection and treatment capabilities and to separate wastewater and storm water sewer systems entirely.
